This is a numerical tuning parameter used for 3D problems when the electromagnetic field propagates mostly in the z-direction.

Some numerical parameters such as the PML setting are initialized by means of a solution accuracy guess. To obtain the guess the passed mesh is analyzed to estimate its capability for supporting wave propagation based on the maximum possible wave number in the medium.

When the propagation takes place mostly in the z-direction a coarser grid can be chosen in xy-plane. Use the parameter TargetNA to account for this when estimating the wave propagation error: The wavenumber in the xy-plane is reduced by the value of the discussed parameter.
